Respectfully the worst time to discover a REAL SERIOUS problem tenancy or false identification, is AFTER that tenant or "other entitled to occupy" gets access to a housing unit.

Then it may be a trip to Hell, including even getting sued by someone not the tenant of record ! !

During the worst COVID period 2020-2022 was tenant selection even less effective against serial identity-jugglers / accused fraudsters / even retaliatory litigants & defamers ? Or ZOOM hearings in the civil justice system ?

Designated a VEXATIOUS LITIGANT in 2017, a lawschool graduate ( cited not entitled to practise ) Ms XXX has left many trails of HAVOC.

For Ms XXX those LONG go back even to university days as beauty pageant winner with acquittal of alleged theft of student association funds. Sued over a different beauty pageant outcome.

One guesses that after the 2017 Toronto area VEXATIOUS DESIGNATION by Mr Justice Perell, MS XXX re-focussed on Hamilton and later on Ottawa.

In March 2021 CBC reported whistle-blowing by folks involved in what claimed to be an OTTAWA - BASED youth mental health advocacy organization. True or not the complaints alleged what might be labelled IDENTITY-JUGGLING and retaliatory defamation by its executive Director. Ms XXX appears to have been that executive director under whatever name.

The CBC article published a photo. The CBC and its reporter would next get sued, but who really was the executive director ?

Now jailed and awaiting BAIL HEARING - and presumably also fighting eviction - Ms XXX was twice caught and denounced by the same Ottawa judge for ATTEMPTING TO SUE in violation of the 2017 VEXATIOUS DESIGNATION conditions imposed on her in Toronto. ( The plaintiff was an organization. )

That same Ottawa judge had in 2022 already "laboured in the same vineyard" about Ms XXX !

Last April that Ottawa judge again "looked through the corporate veil" and past what was found an unincorporated ( ? straw ? ) organization purporting to sue the largescale landlord & its property manager.

Added also as a defendant was a former tenant who had merely dared complain about disturbances from a unit where Ms XXX is cited as NOT the tenant of record but apparently under a dubious alternative identity only "other entitled to occupy".

L& T Board’s database appears to be or has been technically not current. A social media poster elsewhere reports observing a separate L&T Board tribunal hearing where a T2 motion was attempted separately by an individual alleged to be MS XXX herself Who is Ms XXX ?

Bottom Line : was it smart for a landlord to approve or fail to intercept Ms XXX as a residential tenant of record or even "other/entitled to occupy" ?

IF - IF - obtaining a genuine Provincially confirmed I.D. showing the genuine legal identifier of Ms XXX , what would a landlord have discovered about Ms XXX ?

Or howsoever she self-identified ?

Or merely a tenant considering a prospective room-mate to hopefully submit to the landlord for next vetting as additional occupant / entitled to occupy ?

Did Ms XXX gain access long before the COVID disruptions ? Because the merits of the lawsuit (against the landlord & other tenant ) did not get addressed or detailed in the April 2023 judidicial rejection of her claim, this is not in the public domain.

"Blaming it all on COVID disruptions " may not be helpful.

If Ms XXX's real identity had been uncovered during some sorta vetting, this is what might have been discovered from 2017 :

Others were of the hopeless variety that are designed to discomfort and harass her foes.

She has failed to pay costs orders.

Moreover, it appears that she has defended herself in criminal proceedings in a wasteful and unhelpful manner.

She has not complied with the rules of the court, and in both civil and criminal proceedings, she brings meritless interlocutory motions, fails to attend hearings or frequently seeks adjournments that appear to be delaying tactics or ways to circumvent compliance with the rules.

[24] There is ample evidence that supports the conclusion that Ms. XXX ) is a vexatious litigant. . . . " - unquote

Was there even a vetting of Ms XXX or her real name ?

Wonder where Ms XXX will next eventually seek tenancy ?

Or some sorta commitment or trust of others ?

1 - What might be at stake if targetted by a vexatious litigant's lawsuit BUT the defendants CASUALLY UNDER-ESTIMATE the seriousness of such claims ?

That's particularly where the plaintiff has Ms XXX`s skillsets ?

Last April Madam Justice Williams cited :

" . . . . [8] Social Justice Network’s action is for damages in the amount of $ 250,000 for “stalking, harassment, defamation, slander, libel, targeted racism with the intent to cause and create emotional, psychological and financial hardship, loss and suffering to the Plaintiff and their staff and clients.” . . . .

2 - What might it cost to fight this sorta stuff ?

The 2017 designation`s comments suggest that Ms XXX does not pay awards against her. Pretty unlikely for defence costs collectible after the Ottawa outcomes where identity juggling appears to have been rampant.

But imagine if Ms XXX had actually been allowed to get her hands on default judgments albeit as juggled identity plaintiff . . .

3 - Can vary widely. Concurrently a municipality`s legal defence costs against a different ``designated`` vexatious litigant Reported this mere portion is still uncollected at Aug 9 2023 and litigant wants to keep going ! ! :

On bail and facing 17 additional charges ( total now 37 which she denies ) and said due back in court Friday Sep 1/23 . Hoodwinked landlord claims found frozen ferret in freezer after locking out notorious identity-juggler.

Didn't end there ! AFTER that lock-out the hoodwinked landlord claims faced a L&T Landlord & Tenant Board hearing triggered by one of the juggled identities of what Justice Perell in 2017 had described as a lawschool graduate.

The applicant ( whichever identity ? ) is claimed a no-show, but imagine if a default order had been issued against the hoodwinked landlord . . . . Lots of pain after getting suckered whether this was condo or otherwise or BnB . . .. .
