What happens if a couple of people reactivate an ostensibly inactive Texas residential HOA homeowners association ?

And then start liening their neighbours who apparently had been only too happy to escape HOA control ?

( It is critically unclear if the HOA had been formally dissolved / wound down. Nor whether any property titles had been cleared of obligations to support the HOA if any. )

Incredibly without fatality, Lancaster Texas police ( in the Dallas Ft Worth area ) late on a Sunday afternoon were able to quell a wild gun battle on a public street.

That gun battle injured the PLEASANT RUN ESTATE HOA’s property manager / President’s wife.

A liened gun-toting owner was arrested and released on bond next day. The injured property manager/wife was discharged from hospital next day.

Police are also investigating fraud alleged with respect to a series of HOA liens on property titles over the last 4 months.

Pleasant Run's upscale neighbourhood of detached moderate-density homes was reportedly built around 2007.

This latest occurs three years after an alleged owner vote to contract for surcharged services with the local muncipality’s P.I.D. the Lancaster Public Improvement District.

Lancaster's Deputy City Manager is quoted that HOAs struggle to collect dues and the city council's vision was that the PID would be a more effective way to pay for neighborhood maintenance. She said city officials were unaware the Pleasant Run Estates HOA was operating.
